Criticism

Despite or because of the wide use of ICNIRP guidance, it also encounters criticism. The Council of Europe says: "it is most curious, to say the least, that the applicable official threshold values for limiting the health impact of extremely low frequency electromagnetic fields and high frequency waves were drawn up and proposed to international political institutions (WHO, European Commission, governments) by the ICNIRP, an NGO whose origin and structure are none too clear and which is furthermore suspected of having rather close links with the industries whose expansion is shaped by recommendations for maximum threshold values for the different frequencies of electromagnetic fields".[3]

We have not received any reply to our letter and email.

We are disappointed on reading The Times of India report quoting
the Honourable Minister. Clipping attached.

We humbly request you to:

1. Confirm if the Times of India Report of Somit Sen is correct.
    If so please advise the basis of such an opinion when global
    experts say otherwise. Even the FCC , USA has approached 
    experts to help them revise the USA standards. ( copy attached)

2. We are not aware if you know the background of reduction of 
    the ICNIRP  norms followed by India before September 1, 2012
    to 10% of ICNIRP. The then Secretary of Dept. of Telecommuncations
    has himself said that there was no scientific basis in this reduction
    and 95% of Towers as on September 1, 2012 were already below the 
    revised  1/10 th norms. So where was the sanctity in reducing the Norms
    and claim that Radiation Levels have gone down to 1/10th of earlier levels.
    This was an eye wash by UPA II. 

    Credibility of ICNIRP itself is questionable. We give attached an extract from 
    Wikipedia

3. Please advise when will The Parliamentary Standing Committee ( IT ) Report
    tabled in the Parliament in February 2014 be discussed in Parliament. Sir, have 
    you read this report. If not, please read it. The Committee Report cites information
    provided by DoT that 5 countries ( Russia , Lithuania , Bulgaria , Italy and Poland)                       
    have lower norms than India ( same for all frequencies)
    @ 100 milliwatts per square meter unlike which has 3 different frequencies
    ranging from 450 to 1000 milliwatts per square meter. ( Source : Parliamentary

4. Lastly Health is the Fundamental Right of every Indian Citizen. 

    We must take the Precautionary Principle and not fall in the hands of the mighty
    Cellular Industry as we the Citizens are the True Stakeholders - Stakeholders of
    Health ; they are stakeholders of Wealth. Please refer to the Precautionary 
    Principle as laid down by the Law of European :

    " The precautionary principle or precautionary approach states if an action or 
       policy has a suspected risk of causing harm to the public or to the environment, 
       in the absence of scientific consensus that the action or policy is harmful
       the burden of proof that it is not harmful falls on those taking an action. "

     We once again request you for a Meeting of DoT personnel with representatives 
     of Citizen groups of Mumbai and appeal for a reply to our earlier letter and this email.

 Dear Shri Ravi Shankar Prasadji

We have sent you a few emails and a detailed letter on June 5 , 2014 which 
you must have received by now. 

We are very worried at the recent developments in Maharashtra State where 
each Ministry is forming their own Regulations - ( Urban Development & Co-operatives ) 
without involving the Citizen Groups whom we represent. 

I was trying to speak to you before I left for my holidays but could not reach you.

Mr.Prakash Munshi my colleague and neighbour  has been in touch with your staff at 
the residence who have confirmed receipt of emails.

We have now come to know that the Central Public Works Department , 
Urban Development Ministry New Delhi has organised a Meeting  on June 16, 2014 to 
formulate Regulations for the Installation of Towers / Antennae in the country.

Our Prime Minister has repeatedly mentioned that your Government will be working 
for the 125 crores of Indians and we request you not to forget us the Citizens of India 
- the True Stakeholders of Health .  We would like to be involved in formulating Citizen friendly
regulations to protect the Health of the millions of Indian Citizens.

We would like to have technology - but not at the cost of Health. The Industry must take 
precautionary steps as done globally and improve their technology and installation of 
Tower Antennae as they would do in countries which have much stringent norms than India.

We request your intervention in order that CPWD do not finalise any regulations without 
consulting the Representatives of the Citizen Groups as was done by DoT in the past.

Looking forward to meeting you after my return in end July / beginning August.
